Captain America Would NEVER "Heil" Hydra

What made the writers of the "Captain America is a Secret Nazi" storyline think that such an arc would go over well? And what made the *owners* think that it would be a good idea to try to make the employees of the stores that sell their comics to dress up as members of an organization that canonically grew out of the nazi party?
